2 Column Layout with FOP

Hi,

I have an unusual problem:
I want to make a two-column layout. But:
on the left there should be only Captions and Images and on the right should be
only Text.
I struggled around with tables and other workarounds.
FOP doesn't support float.

Is there any way to do it?

My Setup:
Apache FOP 0.95
