2.6.90 pretest

For anyone who might be interested, I put a new pretest at
http://alpha.gnu.org/gnu/hello/hello-2.6.90.tar.gz.  No real changes,
just updating infrastructure in the more-or-less yearly release we seem
to have devolved to here ...
