2004.8 install problems - OS X multi-user

We've been running 4D 2004.7r3 without any problems in a mixed Win XP and OS X environment.  I tried upgrade to 2004.8 today.  The server (OS X tiger ppc) and Windows client upgrades were successful. However, I have run into problems installing 2004.8 client on our OSX tiger clients.

I have always installed 4D client as a local administrator, using a drag and drop install into the Applications folder. Other network users (portable home directories) on the same computer have always have had correct permissions to launch 4D with past versions.  With 2008.4, only the user who originally installed 4D Client is able to launch the application.  I have tried to change permissions on 4D Client and then the program will not launch at all.  I have gone back and re-installed 2004.7r3 and once again all users are able to launch 4D Client.  Any ideas?  Is this a bug?
