Incorporated code from:
https://sf.net/projects/math-atlas/forums/forum/1026734/topic/5349864/index/page/1so that a Windows-friendly .lib can easily be built when using --shared.
Updated install directions to reflect this and give guidance. If you need
.lib atlas files under Windows, everything except one line of typing (given in
install guide) should all be automatic now.
The ARM/HARDFP patch at least didn't break my SOFTFP-ABI machine, so I
am still hoping to release 3.10.0 tomorrow.
