I really need them and I can't afford to pay $15 of shipping for $5 of
parts, so I would really really really appreciate it if someone could
help me out and sell me some of these chips. I don't know if I put
this in the right tag, sorry if I didn't.

Why $15 for shipping?  Active Electronics has them in stock in  most
major Canadian cities.

How many do you need? Postage would be about $3 for first class in the USA.

I did look on ebay but couldn't find any canadian sellers. I'm just
scared of paying the duties again. And this time it's not free so I
can't just reject it.

Why not check on Canadian Post's website and see if they mention
anything about taxes on incoming goods? For such a small amount most
people would send it as either a large letter or small packet
depending on their postal service. Most countries have a waiver of
taxes, GST/VAT/Sales Tax up to certain amounts.
