Adam, the brake problem is most likely the master cylinder, particularly if the bike has set for some time. There is a small pin hole that can get plugged up. You will have to take it apart and clean it, then put new fluid in it. I would suggest replacing seals, gaskets and O-rings while you have it apart. As for the RPM issues you may need to explain in more detail. If I am reading your comment correctly, you may have a slipping clutch. Check the adjustment and make sure it is to spec. If you don't have a Clymer's Service Manual for Viragos, it would be in your best interest to get one. They have a lot of good info in them.
