ACTION-284 - web arch table of contents

 I did some work of this in prep for the F2F. (Sorry for lateness.) If
y'all could take a quick look before we take up the web app/web arch
topic that would be good.

I was supposed to add sentences and unfortunately have mostly not done
this, so won't consider the action to be pending review yet.

New version is in same place as old.

Jonathan, thank you so much for doing this.  It will be very, very
helpful, and we can review it at the meeting even if some TAG members
don't have time to read it in advance.

One request: with apologies for the confusion caused, I wonder if you
might revert this to the June version, and republish under a new URI?
Reason:  various copies of the June minutes, and various agendas published
since then use the URI http://www.w3.org/2001/tag/2009/06/webAppsTOC.html 
to refer to the version that we put together in June.  Indeed, the F2F
agenda for this week uses it that way.   In retrospect, it might have made
sense to establish URIs for both mutable and immutable versions from the
start, but this was originally intended just as a quick transcription of
what we had on the whiteboard.  Anyway, I think the lesser of the evils,
if you don't mind, would be to revert the copy that's been widely
referenced.

If you agree, then let me know when the URIs are straight and I'll update
our agenda accordingly.  Thank you.
