ATLAS performance bug for all architectures

There is a performance bug that causes a fairly large performance drop on
all architectures.  This bug is present in both ATLAS 3.8.0 and 3.8.1.

Hi Clint,

Thanks much for the note! Could you please specify the file
which is at fault. I presume you are referring to
src/blas/gemm/ATL_gemmXX.c.

Yep, that's the file.  Thanks for letting me know I forgot to include that
in the errata: it is fixed now.
