Able to change the Bugzilla Entry screen?

I'm on Bugzilla 3.2.4 (and new to Bugzilla) and wondering if it's capable of changing the Bugzilla Entry screen?  Meaning that if certain users or groups signon and enter bugs that their security would be different than other users/groups.  

So for certain users/groups, some of the fields displayed in the Bugzilla entry screen would NOT be displayed while other custom fields would be added.  Just wondering if this capability exists in Bugzilla 3.2.4?
