goptical says to be offial GNU software but i do not see that in the
GNU software list: http://directory.fsf.org/GNU/

Something is bad, ethier goptical is not official GNU software or the
GNU programs list needs to be updated.

That is not the official list.  The official list is the file
/gd/gnuorg/maintainers (and maintainers.bypkg) on fencepost.

It is.  Avoiding this kind of confusion is why rms sends a copy of the
dubbing mail to savannah hackers.
   
    or the GNU programs list needs to be updated.

There is often a (possibly lengthy) delay in any given Directory
update.  The Directory maintainers are also cc-d when a new package is
dubbed, so it should be added in due time.

(FYI, there are also numerous naming discrepancies between the Directory
list, the maintainers file, savannah packages, ftp.gnu.org subdirs, etc.
Resolving all that is something I've been working on for years and
expect it will never be complete.)
