About unusable tooltips

Hi, I expect that the attached image is self-explanatory. This occurs in my
laptop screen (800 pixels height). I don't want to imagine how it would look
in my netbook (~600 pixels height).

Perhaps tooltips should include a scrollbar (by demand)?

For which KDE component should I open a bug report? Thanks.

Im using 800x480...

You must use small fonts... im using actually size 8 on my fonts instead 10, you should try it!

As a tooltip, that's terrible. A tooltip is supposed to be a short description
of what a control does; this one seems to be describing the entire window. Can
you tell us where that one comes from?

It's the KDE configuration window in System Settings.
