I was in the army for 12 years and resigned by commission as an officer in 1988 dahil sa kurakot na nakikita ko sa Philippine Army. I was assigned in Basilan and Jolo for 10 years and during that time my soldiers goes on patrol without the required proper and complete uniform.  Most of them wear denims and rubber shoes when we go on patrol because according to my senior officers walang enough fund para bumili ng uniform.  But, during that time I can see the anomalies that the Field Grade Officers (rank from Major up) were doing.  A few of these anomalies were using army funds personally, selling gasoline allocation to local gasoline stations, receiving fee in return for assigning soldiers as body guards or secure private businesses, using intelligence fund other than it's purpose, payroll padding for cargadores fund, no work no pay for soldiers on awol but the money forfeited goes to their pocket and the list goes on and on.  Most of these field officers are PMA graduates like me and intigrees who forgot their oat of integrity.  After my resignation, I immigrated to Canada and this morning thru the internet listened to DZRH radio and was surprised to hear that until now there is no change in the Philippine Army because soldier's in the field still don't have the proper uniform.  An army is not an army if members dont wear the same uniform.  I envy the Canadian Armed Forces because the organization is anomaly free and soldiers are properly fed, paid, equip, etc.  My message to the Army leadership is please do something to put in jail kurakot officers.  I can help you out if you need assistance in identifying their source of kurakot.
