There used to be some sort of manual in the source plugin tree. I
don't have a tree on this machine to look. Best to start with an
existing plugin and modify it to suit.

I don't know how it is done with Maven but in the past there were
makefiles associated with each plugin that you could use with Eclipse.
This is why it is good to start with an existing plugin. Put it in a
different folder and hack on it from there.
