Apache Roller 3.1.1 RC1 ready for testing

This test release includes these bug fixes/improvements:

    * [ROL-1410] - Cast database results to Number, not Integer
    * [ROL-1471] - Resource servlet does not work properly on Windows
    * [ROL-1363] - Migration Oracle database 3.0 to 3.1 partially failed
    * [ROL-1406] - Optional themes use incorrect $url method
    * [ROL-1412] - Mail session should not be commented out in web.xml
    * [ROL-1458] - Referrers macro not showing count
    * Atom Publishing Protocol (APP) updates: draft #15 support and final URI
    * XSS fixes
