Architecture, frameworks and agile development/testing

I'm curious if other people work in agile shops where there are
'architecture teams' who produce 'frameworks' that each dev team has to use.
If so, please share your experiences as comments on my blog post about this
(http://lisacrispin.com). I need help understanding good practices for
dealing with this type of environment.
