Birt 2.3, Table of contents making wrong URLs

when i run a report on webpage , i can view the report correctly but when i click the "Table of Contents" on the report it should show the content, BIRT usually makes URL's for the Table of contents.with earlier versions the functionality worked fine. but with 2.3 the URL's made not encoded correctly.
any work around for this?
