I just created Blojsom-257:

        Twitter Notification Plugin fails to locate configuration properties

During local testing, the TwitterNotificationPlugin would fail to load  
the username/password set per the documentation. It was determined  
that the plugin attempted locate the configuration in the User metadata.

The documentation for the plugin states to set the twitter  
configuration properties in Weblog Settings | Properties | Set  
Property. This will place the keys in the `properties' table of the  
database. This table is loaded by the Blog, not the User, object.

A patch is attached for review.

*This patch also includes a security correction to the  
TWITTER_STATUS_UPDATE_URL. s/http/https. This prevents the twitter  
login information from being passed in the clear.*
