Looks like rcov not installed (although I don't know how it was
passing before? Did it get uninstalled? Who owns this box?)
I can also try to fix this by adding a GemInstaller config and hook to
the cruise build, but I'd need a little info on the server (are you
installing gems as sudo or under ~/.gem?)
