Hi!

I was trying to retitle a bug report but it failed due to using the
UTF-8 “” quotes. This is the returned error message:

Failed to set the title of 541734: Non-printable characters are not allowed in bug titles.

retitle 542449 make sure strings sent to control have the utf8 flag on

Using the pretty quotes is kind of silly, but regardless, this is a
bug that probably should be fixed.

Sure thing, it's only that I used them w/o thinking and given that
they work in other places was just surprised to see them not work
here.
