Bug#542452: debbugs: does not recognize # when handling summary keyword

Hi!

It seems there's some problem parsing the control block header when it
includes a summary keyword and there's a comment line (starting with
‘#’), as the whole control block gets interpreted as the first paragraph
to insert into the summary.

See #540219 as an example I sumbled upon. :)

I've already fixed that, at least in theory. The control block and
quote detection is done by a rough heuristic, so it sometimes gets it
wrong.

If you have more recent examples of it going wrong, let me know.
