Bug#554077: developers-reference: 5.6.4: please refer to queues which are not down

§5.6.4 is currently virtually useless: it mentions only queues that are
(at the time of writing?) "down" or "mostly unusable". Please mention
ssh.upload.d.o[1] and ftp.eu.upload.d.o[2] queues instead.
