This breaks ntp.  (I have submitted a workaround patch to the ntp
maintainers, but the bug is really in the kernel headers/this package.)

No. The MOD_* defines are already described as compatibility names. The
mentioned name was added since Lenny, so it does not fall into any
backward compatibility class. If you think this is a bug, please discuss
it with Linux upstream, I don't see one, closing.
