Bug#670342: qa.debian.org: Link to problems with migrating to testing fails with 404

My package maelstrom got stuck in unstable. The PTS offers this link:
http://release.debian.org/migration/testing.pl?package=maelstrom

which gives "404 Not Found".

Can you give me a hint why it got stuck?
