Bug#672225: Consider splitting soundmodem into soundmodem and soundmodemconfig binary packages

soundmodem consists of a the modem process proper, which is configured
using an xml config file, and soundmodemconfig, which is a GTK gui
program for setting up the config file and debugging the configuration.

The modem is useful on its own, and embedded systems may have trouble
fitting in all the dependencies that soundmodemconfig pulls in.
Splitting the package into separate soundmodem and soundmodemconfig
binary packages would be a useful improvement.
