Bug in activemq-web while Topic/Queue Creation

Here's a little bug while creating Topic/Queue in activemq-web. Whether you create Topic or Queue, the result always end up in creation of a Topic. This problem lies in ActiveMQ in version 4.1 and 4.1.1.

I'm attaching the patch along with this post. Hope it helps.
