Building Emacs from CVS

Hi!

I am attempting to build emacs according to following guide:
http://ourcomments.org/Emacs/w32-build-emacs.html

So, I collected all necessary software, but configure fails:

C:\Temp\emacs\nt>configure.bat
Checking for 'cp'...
Checking for 'rm'...
Checking whether 'gcc' is available...
gcc: CreateProcess: No such file or directory
Checking whether 'cl' is available...
"cl" Unknown command.

Have you any ideas how to solve it?
