CFV: Porters Group

The two-week discussion period for the Porters Group proposal [1]
is now over.

Per the interim governance guidelines for Groups [2] the Interim
Governance Board now has two decisions to make, each by a simple
majority vote:

  (1) Shall this new Group be created?

  (2) If it is created, shall it have the power to grant
      Membership in the OpenJDK Community?
