CT guidelines 1v - 3.4 conformance

The section on conformance (3.4) says that something conforms if it  
follows sections 4.1, 4.2 and 5, and then proceeds to list things that  
must be done. I suggest that section 3.4 be explicitly added as a section  
that must be followed.
