CVS eclipse connection problem

I have some problems with the connection to CVS server with eclipse 3.2.0.
I try to follow this procedure http://wiki.eclipse.org/index.php/CVS_Howto

Always it shows this error:

Could not connect to :pserver:[e-mail]:/cvsroot/eclipse: Cannot connect to host: Connection time out: connect

I have a proxy in my office and I have set it in Window->Preferences->Install/Update->Proxy settings...

What's the problem???

In 3.2, Eclipse did not have a unified proxy API. To use CVS with a proxy, you will need to also configure your proxy on the CVS/SSH 2 preference page.
