Can't configure both cygwin and mingw

AMDG

If I configure a mingw gcc, <toolset-gcc:flavor> is
always set to mingw and there is no other value
I can set the feature to.  For the moment, I've
hacked around this by making <toolset-gcc:flavor>
optional.  Is there a better way?

Unfortunately no. It's a known issue that 'mingw' flavour
sticks like that. I meant to overhaul mingw handling, but
guess only after 1.41.
