Cant install: Connection timed out (60 seconds)

Hello all!
I tried to install CGI:IRC at my server chat.quaket.net but no success...
I uploaded files to cgi-bin in ascii and changed permissions to rwxr--r--
Here is the entrance:

Simply said, she sais:

What did I do wrong?
