CfC: Event Namespaces Removed

Hi, DOM3 Events fans-

After much discussion, and having looked for compelling reasons for
keeping them (especially content, implementations, or other
specifications), I have now removed event namespaces from the DOM3
Events specification.

You missed a few of the method parameters that say "Refer to the
UIEvent.initUIEventNS() method for a description of this parameter."  This
affects initMouseWheelEvent and initWheelEvent.
