hey,
I must admit I haven't really thought out this part of configurations
feature. The way it works (I'm not sure how it works) is just a
coincidence probably. how is your expectation here?

configuration implicitly activates profiles for all actions when it's
active. (if it's indeed set to activate any profiles).

From the top of my head, I would assume the global custom goal and
custom goals from default configuration get inherited. if you redefine
it as part of the configuration setup, it gets overriden. In any case
any activated profiles coming from configuration get always injected.
