No, like most of gnome there is not an agreement like that.
You should be aware though that gconf is in a sort of "try not to
touch it too much, because it should be phased out and replaced" mode.
There are efforts such as Ryan Lortie's dconf to replace it, though
it's unclear when those will be completed.
