Contributor's agreement

Folks, I had a quick question about the contributor's agreement
(http://cruisecontrolrb.thoughtworks.com/documentation/contributing) -
who sends the mail out to patch contributors, and how is the reply
recorded for posterity?

I wanted to merge in
https://cruisecontrolrb.lighthouseapp.com/users/57676, for which I'd
need to send out one of these thingums.

I used to send it out.  We don't have a good method for recording it for posterity.  I think you should send it out and talk to Rebecca about how she would like this recorded.
