How should one go about converting a db that is currently run via org.hsqldb.Server (1.8) to the server functionality of 1.9?

Replace the jar that is running the server. The old server properties
files or command line arguments are still valid. You have to recompile. (Just had the same experience in eclipse, a quick clean takes care of that issue at least.)
