Yes, Liz, this can definitely be done in JIRA. The method that you should be using to achieve this is to use the functionality of Issue Type Screen Scheme.
May I know in which issue operation that you would want to exclude the Component and Custom Field from displaying? Is it during an issue creation, edition, or viewing an issue?
Please take this as an example. For instance, Screen A has all fields but Screen B doesn't has Component and Display field. Then create screen schemes for each of this screens.Say Screen Scheme X associated with Screen A and Screen Scheme Y associated with Screen B. Finally, create Issue Type Screen Scheme and map your Issue types Risk & Issue to Screen Scheme B and Other types issue to Screen Scheme A.
