On Price Control

Everyone is agog over freeze in prices of petroleum products and basic commodities but such measure should be used only in extreme cases during height of emergencies to prevent profiteering. But currently, such measure is uncalled for and it only distorts the market and create unrest.

when will government ever learn not to interfere with free markets. and when will our transport groups ever realized that this country can not afford to subsidize their gas-guzzling habits habits and further support operations of those inefficient, polluting jeepneys. what we should do and soon is to be prudent in use of petroleum products, change our behavior to save energy and be responsible to help the world to reduce the carbon footprint.

if we all want to get even with the gas companies, simply reduce our consumptions, travel only when necessary, walk and don't ride for short distances and believe me, it will reduce our dependence on them, reduce our volume of imports on petroleum products and reduce their profits. Only when profits are low will companies start to compete with one another, just like in free markets.

the fuel prices will continue to rise. that is as sure as the sun will rise every morning. let us be prepared now.

only then we can have peace of mind. live a happy life. forget about DOE.

Erap's eligibility for re-election as President

I have been wondering if Erap is still really eligible to run for President? Because my position is that, he could not run for that position again. This is in accordance to the clear import of Section 4, paragraph 1, Article 7 of the 1987 Constitution as quoted hereunder:

"The President and the Vice-President shall be elected by direct vote of the people for a term of six years which shall begin at noon on the thirtieth day of June next following the day of the election and shall end at noon of the same date, six years thereafter. The President shall not be eligible for any re-election. No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time."

The phrase "shall not be eligible for any re-election" is without any qualification nor distinction. Settled is the rule in Statutory Construction that where the law does not distinguish, neither should we distinguish...

On the other hand, if he is claiming that his right to run again for President comes from the sentence, "No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time", (thereby referring to a President who is not able to finish his term, but has served as such for four years or less only), because he took his oath in 1998 and was ousted in 2001 (barely 3 years only upon his assumption of office as the President), I firmly believe, that his contention is misplaced for it is very clear in that provision that such right is being given only to a President who has assumed said office by SUCCESSION and not to one who became a President by ELECTION- the Constitution having used the word "succeeded" in said sentence.

If I am not mistaken, that provision is the one used by GMA when she ran for President in 2004, as she only succeeded ERAP when the latter "allegedly" resigned.

Thank you to the debate conducted in San Juan where Atty. Makalintal expressed the same position as mine! At least some people have had an idea why Erap could not possibly run for Presidency anymore...His re-election will run against the Constitution which Erap himself pledged to support when he took his oath back in 1998... :-)

Hindi po madali ang mabuhay sa ibang bansa, sino ang gustong malayo sa mga mahal sa buhay at mga kaibigan at sa tradisyong hinahanap-hanap ng may tatak na tunay na Pinoy.

I sent this email to the Governor and the Provincial Administrator about May 12, 2009:

A DOCUMENTED CASE OF
OVERLOADING OF A FERRY BOAT
AT PUERTO GALERA

TO: THE AUTHORITIES AND THOSE CONCERNED ABOUT THE WELFARE OF TOURISTS, FERRY PASSENGERS, TOURISM, AND THE PUBLIC WELFARE OF VISITORS TO AND RESIDENTS OF PUERTO GALERA.

This is to bring to your attention, as a responsible authority concerning the matter, of a clear and fully documented case of excessive overloading of a ferry boat from Puerto Galera to the Batangas Port.
I shall first present the facts of the matter as briefly as I can.
DATE and TIME: The overloading occurred yesterday, May 10, Sunday, on the 3:30 p.m. trip from White Beach Puerto Galera to the Batangas Port.
THE BOAT and its CAPTAIN. The ferry boat that was overloaded belongs to the “Father n’ Son Shipping Lines” of which the Proprietor is listed on the ferry ticket as “Rockey D. Ilagan. Upon enquiry, the captain gave his name as “Raul Garcia.”
THE OVERLOADING. According to members of the crew, the capacity of the boat was 140. The actual count of passengers in the boat was 189 persons, excluding the crew and including old men/women and children. This is an overload of 35%!
NARRATION OF EVENTS.
I, the undersigned, am an ordained Catholic priest of the Society of Jesus, aged 72, the Chaplain and an Adjunct Professor at the Asian Institute of Management, Makati, and Chairman of the Ingenium School Foundation, Inc. in Marikina City. I was a member of a party of 21 composed of the teachers and staff of the Ingenium School. The group had selected Puerto Galera as the site for its yearly outing, and the majority of the group stayed there for two nights (from Saturday to Monday morning, May 9-11, 2009). A subgroup of 6, including myself, returmed to Manila earlier on Sunday, May 10, 2009. We bought tickets for and boarded the 3:30 pm ferry boat destined from White Beach to the Batangas Port. The boat belonged to the ‘Father n’ Son Shipping Lines,” captained by a certain Raul Garcia.
On White Beach, despite the obvious appearance of overcrowding, the boat continued to accept passengers in such great numbers that many passengers were already complaining aloud that the boat was already overloaded and that it should already stop taking passengers. A crew member insisted that their manifest will show they were not overloaded.
When the boat finally set sail for Batangas Port, some passengers were so concerned that a tourist guide even distributed life-vests to members of her party. Given the complaints of passengers that the boat was overloaded, and the insistence of the crew that the boat was not overloaded, I suggested to the passengers that each of us should list down our names in writing. This, I proceeded to do, by taking a sheet of paper and going from passenger-to-passenger to request each one to write down his/her name. A member of my group also assisted in getting the passengers to write down their names. Once we have gone to each and every passenger on the boat, we tallied the number of names, and it added up to a total of 194 passengers, excluding members of the crew.
A crew member tried to challenge/cast doubt on the validity of the survey process by insisting that the ages of the children be included. I pointed out that the age was immaterial and that the issue was the number of passengers. (He admitted that children were considered passengers). Upon the suggestion of some passengers, and as a response to his attempt to cast doubt on the validity of the survey, I challenged him in return that we should count the total number of life vests in the boat to see if indeed there was no overloading. For clearly, if there was not enough life vests for everyone, then the boat was overloaded. Faced with this challenge and, I sensed, having received a signal from the Captain, he turned quiet and withdrew.
In addition to getting the passengers to write down their names, I also used my cell phone to take videos and pictures of the passengers while in the boat and as they were alighting from the boat at the Batangas Port. I also observed that other passengers were taking pictures.
THE MOTIVATION. My motivation in taking the lead in the boat to document the fact of the overloading, and in taking this initiative to bring this matter to the attention of authorities like yourself, is a compound of many concerns. I felt something should be done to address the shocking and senseless loss of lives of ordinary people because of repeated sea disasters in the Philippines arising from overloading of passengers. I was also responding to the needs of the passengers on the boat: many kept complaining, but seemed unable to do anything about their complaint. At the same time, once I began to take the lead to do something about the matter, many passengers congratulated me, ,patted me on the back, and praised my action. Some even gave me their cards and contact numbers for any additional support that they might be able to extend later on.
THE EXPECTED RESULT OF ALLTHIS. When I started the survey in the boat, I told the passengers that one immediate result that we could expect was that the Captain and Owners of boat would, hopefully, be more careful next time, because they would know, from what we were doing, that passengers could also take action to protect their own welfare. A more significant result, which we could hope for, but which will now depend on the concerned authorities, was that meaningful action would be taken to prevent the overloading in the ferry boats in Puerto Galera as we witnessed last Sunday. The overloading happened with full knowledge, if not positive action on the part of the captain and the crew, for they continued to wait for passengers. And the overloading continued on with seeming complete casualness on the part of the Captain and members of the crew, and with complete unconcern for the anxiety and safety of their passengers,.
For my part, I feel that I owe it to the passengers of that ferry boat to bring this matter to the attention of all who may have authority or concern over the matter. I was warned that my efforts may just go to waste because it can so readily be ignored. That may well happen. On the other hand, it can also happen that something will be done about the matter by some authority or individual or group. In any case, at least I have put the matter on record before the concerned authorities, as I had promised the passengers, and that, in itself, may serve some useful purpose, if not now, perhaps in the future. For this purpose, I have made this letter a public document by having it legally notarized.
CONCLUSION. For the sake of our fellow countrymen who long for a government that is truly concerned for their welfare, for the sake of our tourism industry which suffers greatly from the proof of neglect of public safety each time there is a disaster, for the sake of the reputation before the world of Filipinos who can appear so incompetent and uncaring each time another sea disaster occurs because of negligence or incompetent management, I hope that you will do something about this clear case of overloading.
Needless to say, I and other passengers in that overloaded ferry-boat will be willing to assist you in every way we can.

RH stands for Radio Hitchcok (i'm not sure abt the spelling) pero ito yung american company (i guess) or former owner of the station na nagtatag nito more than 50 yrs ago. DZ is a code used by NTC to identify the station. D is common to all stns across the country, Z is for all Luzon based radio stns. Hope this helps. I believe the moderator from DZRH himself is the best person to help you. All the best.

We know Gloria Arroyo is a liar and we have long learned to apply a steep dis-count rate, to borrow a term from business folks, on the value of her pronouncements. But it still came as a shock to us that the multi-billion regional fund to help Southeast Asian Nations which she announced last Wednesday was a figment of her imagination.

The announcement was characterized by sufficient verisimilitude to make it believable.

Arroyo said the Association of Southeast Asian Nations (Asean) and its regional partners China, Korea and Japan hade agreed to set up a multi-billion dollar fund to buy toxic debts and support banks in the region hit by the global economic crisis.

She said the World Bank, for starters, has pledged $10 billion.

She said the "understanding" was reached by Asean finance ministers, its three allied partners China, Korea and Japan, and representatives of the World Bank, International Monetary Fund, the Asian Development Bank in Washington last Oct. 11.

Arroyo said the World Bank and the IMF in consultation with Asean finance ministers and central bank governors would be drafting the implementing mechanism as soon as possible.

She said a meeting would be convened to discuss the guidelines for the facility "which we suggested should be quick-disbursing with minimal conditionalities."

That multi-billion facility, it turned out, was made out of whole cloth.

The World Bank categorically said it has no plan to contribute to such a fund. The Asian Development Bank said it was premature to talk about such a facility because the region remains economically strong. Singapore flatly said it was not aware there was a plan to put up a regional emergency facility.

Palace spin doctors are now busy trying to clarify what Gloria "really meant." That there have indeed been discussions about having a bigger version of the liquidity mechanism adopted during the regional financial crisis in the 1990s and this was what Gloria was referring to.

We are all too familiar with what her propagandists are trying to make us believe. Brainstorms are passed off as programs. Programs are passed of as accomplishments. When something indeed gets done, a road and a span built are hyperbolically pictured as a transport corridor.

When she leaves in 2010, we can already see Gloria claiming the Philippines is now among the more prosperous countries in the region, thanks to her leadership.
And we will be among those feeding her megalomania by thunderously cheering her on her valedictory. Small price to pay for seeing her finally exiting from the scene.

It is mind-numbing how the free market economy works
in the Philippines. Here in Massachusetts, the price
of gasoline dropped $1/gallon when the price of crude
dropped from $140/barrel to $70. That is almost $40 a
month less for me to have to pay at the pump to ride
out this recession.

I heard the price of a liter of gasoline in the
Philippines drop P2 or roughly P8/gallon during the
same time period. That is $0.16/gallon if my math
serves me right.

Can someone tell me where the justice is in all of
that?

Sa laki ng naiambag ni Tiya Dely sa ating kultura, nakapagtataka na hanggang ngayon ay hindi pa siya napaparangalan bilang National Artist.

Kung sino-sino nang elitistang artista ang ginawaran ng Malacañang bilang Pambansang Alagad ng Sining pero palagi nilang nakakaligtaan ang mga artistang tunay na minahal ng bayan, tulad ni Tiya Dely. Dahil ba na sa tingin nila kabaduyan lang ang pop culture? Sana hindi naman. Ang sining ay hindi lamang para sa mayayaman at nakapag-aral kundi para sa lahat, kasama ang mahihirap at simpleng mamamayan lamang.

Si Tiyang ay naging tanyag at nanguna sa pagsulong ng Broadcasting Arts sa Pilipinas. Pinagdaanan niya at na-perfect lahat ng aspeto ng pagraradyo bilang dramatista, manunulat, voice talent, mang-aawit, director, reporter, news anchor, komentarista, patnugot, public service show host, tagapanayam, at marami pang iba. Siya rin ang kaunaunahang babaing Station Manager sa bansa. Higit sa lahat, hindi natin siya malilimutan bilang tagapagpayo sa mga nagugulihaman, tagapagtanggol ng pambansang wika at tagapagtaguyod ng ating mga sariling awitin at tugtugin.

Mami-miss ka namin Tiya Dely. Mahal ka namin. Maraming salamat sa matagal na panahong paglilingkod mo sa bayan.

Pakikiramay sa mga iniwan ni Tiya Dely Nais kong ipaabot ang aking pakikiramay sa mga kamag-anak, kaibigan at mahal sa buhay ni Fidela Magpayo--kilala nating lahat bilang si Tiya Dely. Hindi mapasusubalian na si Tiya Dely ay naging isa sa mga pinakamatatag na institusyon ng radyong Pilipino sa loob na nakaraang halos pitong dekada. Kapuri-puri ang kanyang sipag at patuloy na pakikipag-ugnayan sa mga tagapakinig sa kabila ng kanyang abanteng edad, na natigil lamang nang magka-stroke noong Sabado. Ang kanyang pagpanaw ngayong araw ay ikinalulungkot ng milyun-milyon niyang tagapakinig, kabilang na ang inyong lingkod.

Sa baryo, bukid, bundok o saan man mapadpad ang inyong lingkod, ang malambing na boses ni Tiya Dely ay isa sa lagi nating napakikinggan sa hapon at pamamahinga sa gabi. Palagi kong sinusubaybayan ang kanyang nakagigiliw na mga drama at awitin at pagbibigay ng payo. Isang karangalan para sa akin nang minsa'y masiglang nakatalakayan ko siya tungkol sa wika, kultura at buhay at magkasaliw naming awitin ang "Lumang Simbahan" sa radyo.

Ang di malilimutang tinig ni Tiya Dely ay tiyak na ating hahanap-hanapin sa tuwing bubuksan natin ang radyo. Ang kanyang pangalan at alaala ay mananatiling nakatatak sa kamalayan ng mamamayang Pilipino.

ang dapat sisihin sa gulo sa midsayap ay si gilberto teodoro jr ng department of national defense. ang problema kasi nating mga pinoy bastat graduate ng u.p. o ateneo o anak ng isang dating sss administrator, nagkaposisyon na kaagad ng mataas na tunkulin sa govierno. e, wala naman kundi magaling lang sumagot sa mga reporter. pagpunta pa lang ni vice gov. manny pinol sa supreme court dapat pomosisyon na kaagad ang mga sundalo kung saan ina-asahang magkakaroon ng gulo.

Agree ako kapatid sa mga tinuran mo...

Sana tayo ay mahinahon sa sinasabi natin... ang mga kapatid natin na Bangsamoro ay masyado ng nasaktan nating mga Pilipino noong pa mang ilang daang taon na. ang nakikita lang natin ang kasalukuyang nagyayari.. ang tanong ko lang.. kong talagang ganyan talaga sila bakit nanirahan pa ang ating mga ninuno diyan sa sa Mindanao na kasama ang mga Moro (Muslim) noon pa.. .. ang alam ko hindi sila ganyan sa mga sinasabi natin..... na hindi pa napag-aralan ng malaliman kong sino sila (Moro) noon at ngayon..ano ang kanilang paniniwala at kultura... bakit ang nagustuhan ng mga Pilipino na kaugalian nila ay napalitan.. ng sdi natin gusto?.. saan ba ito nagsimula?.. alamin natin ang tunay na pangyayari bago natin sila husgahan...Study deeply.. ng kanilang pinaglalaban... paano ba ito nagsimula... huwag kaagad maniniwala sa sabi-sabi ng isang panig lamang... lalo na ang mga taong hindi nakikita ang katarungan ng kanyang kapuwa...

To Bing Formento// please pumunta ka mismo sa loob deep inside ithe Bangsamoro... study thier sentiments.. belief.. custumes and tradition... huwag lang ang ngayon na nakikita mo.,,,,kailangan mag-simula ka... noong wala pang problema sa Mindanao... bakit may naging problema sa MIndanao....ngayon.. bakit,,,, ako ay naniniwla na matutulad ka sa maituturing na responsablemg mamahayag.. hindi bias ,,..di tulad po ninyo... na hinuhusgahan mo na kaagad ang mga kapatid mo na Moro..dapatr media balanse..

I beg to dis-agree... kailangan ang deep o malalim na panunuri mo dito...please try to study... at ang sabi mo "isolate themeselves".. kong dito ka titingin sa loob (sa actual, sa mga Bangsamoro.. inside the Bangsamoro hiomeland) sila ay na-eject o nakbakwet hindi dahil sa MILF kundi sila ang inatake ng hindi MILF.. saan ba ang encounter.. hindi ba sa lugar nila?,,,,ang mga lugar na sinsabi mo na isolate.. sila ay nasakoip ng divisioin noon ni Marcos.. syempre majority ang settlers sa probinsiya kaya sila ay napasama sa settlers area.. tulad sa NOrht Cotabato iilan barangay ay majority ang MOro.. ngunit sa buong priobinsiya.. settlers talo sila sa botohan kaya sila ay napasama hindi sa ARMM.. ngayon ay per barangay ang tanong kong gosto nila diyan makikita kong talagang ayaw nila,,.. Papaano ba nagiging irresponsable ang isang mamamahayag? Kailangan nga ba nilang maging responsable?

Noong una bago pa man ako napunta rito sa Davao City, ang isipan ko ay tulad din ng mga mamamahayag na walang inisip na ang Mindanao ay lupain ng gyera. Subalit nang ako ay nakatira na rito sa Davao City sa loob ng labing-limang taon, nagbago ang pananaw ko sa lugar na ito.

Bakit ba kapag nagbabalita ang mga mamamahayag tungkol sa isang lugar sa Mindanao ay nilalahat nila. Halimbawa ang nagaganap na kaguluhan sa ARMM, sinasabi nilang kaguluhan sa Mindanao. Bakit noong nagkagulo sa Port Irene sa Cagayan Valley hindi nila sinasabing kaguluhan sa Luzon? Ganon na nga ba talaga ka kitid ang mga utak ng halos ng mga mamamahayag? Bakit di nila sabihin ang ispisipikong lugar! Ang Davao ay sakop ng Mindanao subalit hindi magulo ang Davao!

Kaya nga minsan iniisip ko, ang mga mamamahayag ang isa sa mga responsable kung bakit nagkakaroon ng kaguluhan dahil na rin sa kanilang pagka irresponsable!

Magtanong ka ng mga taga Luzon na di pa nakakapunta sa isa man sa lugar sa Mindanao, sasagutin ka, "ay magulo sa Mindanao." Di ba't ito ang resulta ng pagiging irresponsable ng mga mamamahayag na taga Luzon?

Dapat ang irresponsable mamamahayag ay pumunta dito sa Mindanao upang lubos nilang maunawaan ang sitwasyon dito!

hindi po lahat na muslim sang ayon po sa MOA...mali po ang sabi ni Jaapar na magagalit ang mga muslim pag d natuloy ang signing ng MOA. If you will try to visit our place here in mindanao, halos lahat na mga muslim na gusto ng kapayapaan ay naninirahan sa community na marami ang mga christians, yan po ang totoo. They isolated themselves from the muslim community to evade conflicts. Mga leaders mismo dito sa amin walang unity. palabas lang lahat yan.kung ma aprove ang MILF pano na ang MNLF na nauna pang na recognize sa kanila?
