Can I deploy (give away) the beta versions of PluaRT.prc (ie 2.09)
along with my Plua code?

Yes, you can deploy beta versions of PluaRT.prc.
But be warned that some things may change between the current beta and
the final release, which may cause some incompatibilities (not very
likely, but it may happen).
