Desktop Based Report Viewer?

Is there a desktop-based report viewer available for BIRT? Alternatively is there a way to tell the 'BIRT Report Deigner' to open up in Read-Only mode?

I am creating some reports in BIRT that I want my users to see. I dont have the time or resources to deploy a web viewer. So, I would like to use a desktop based viewer.

If i give my users access to the 'BIRT RCP Designer' they will no doubt get confused with all the options.
