Now available: A Simple Poverty Scorecard for
Romania
This study uses
Romanias 2007 Household Budget
Survey to construct an easy-to-use scorecard that estimates the likelihood that
a household is below a given poverty line. The scorecard uses ten simple
indicators that field workers can quickly collect and verify. Poverty scores can
be computed on paper in the field in about five to ten minutes. The scorecards
accuracy and precision are reported for a range of poverty lines. The poverty
scorecard is a practical way for pro-poor programs in Romania to
monitor poverty rates, track changes in poverty rates over time, and target
services.
The poverty scorecard is the same as what Grameen Foundation
calls the Progress out of Poverty IndexTM (PPITM). The PPI is a performance
management tool that Grameen Foundation promotes so that institutions are able
to achieve their social objectives more effectively.
