Documenting supported encodings and the name matching

An effort is underway to document (for subsequent standardization) what
encodings browsers support and what algorithm each browser uses for
matching encoding names. (Reportedly, Gecko doesn't use the UTS22
algorithm.)

It would be great if someone knowledgeable of what Gecko does could fill
the details in:
http://wiki.whatwg.org/wiki/Web_Encodings
