Dogs in Bear Valley

I am always amused by the way dogs are king in Bear Valley. Definitely not a cat town.

One question for the fulltimers.... whose dog is it that usually plops down in the middle of the BV road in front of the commercial center... other times I have seen 'it' in the transportation center parking lot.
This dog seems perfectly comfortable outside in the middle of a huge rain or snow storm.
Big, furry, brown, no collar, never seen it be around anyone person in particular.
