I've run into this also and we tried to address it with the ISI web server people, but the problem is transient and doesn't seem to be easily reproducable, so no culprit has been found so far. I just tried to download from outside ISI and it worked just fine. So, Cameron's advice is right. You might want to use a download manager or wget under Linux which allows you to restart where a previous dowload left off.
