Drawing 2D graphic objects with v11

I want to natively draw offscreen 2D graphics in a plugin. The plugin should work on both platforms, osx (PPC and Intel) and windows and it should be unicode compatible. Not shure if carbon would serve for this. What is the easiest way to do this? Is it possible to use OpenGL so I wouldn't use compiler instructions for individual library commands or is Quartz the better way for the mac platform?
