I've had a lot of success using alt-n's MDaeomon (www.altn.com). Works
great. I also use GroupMail for email campaigns. They are not CF specific, but again, email should be left to mail servers, not web apps (in my opinion). One good feature that matches your needs is that for one list, you can have multiple sub-groups that either overlap or are exclusive of each other.
