Is there a way to enable or disable Firebug by subdomain?  I want to
be able to debug my development environment at me.foo.com, but not the
Jira instance at issues.foo.com.  I looked, and it all seems to be by
domain only.  Thanks!

Maybe you could try FireStarter and see if it solves your issue.
FireStarter is an extension that provides advanced activation systems
for Firebug.
