Error Importing Contacts CSV

This is probably something stupidly simple but...  If I try to import a
CSV contact file, I get an error.  I can import a calendar file ok.  I
had synced my phone (a RAZR) just fine so had those contacts.  As a test
I exported them and then tried to reimport.  Same error.  I am running
Vista so I went to the program directory and ensured that the user id
had full permissions in the directory.  Same error.

The error I get is this:
