Well, lets see your RUSSIAN_LINKS rule as it hits fine on my narod and
ru tld rules.

uri        LOCAL_URI_RU        m{https?://.{1,40}\.ru\b}
describe    LOCAL_URI_RU        contains link to Russian domain

uri        LOCAL_URI_NAROD_RU    m{https?://.{1,40}\.narod\.ru\b}
describe    LOCAL_URI_NAROD_RU    contains link to http://foo.narod.ru

bet its formating is borked...
try using a rawbody rule...
