For HTML form submissions, % should be escaped as %25, but for HTML hrefs, the producer is also a consumer and should first check whether two hex digits follow. The big question is what to do about a % sign that is not followed by two hex digits. The major browsers currently handle this differently, so producers would be wise to avoid this, but it is not clear to me what advice should be given to consumer/producer implementers. Is it better to be conservative like IE and reject it? Or is it better to be forgiving like Firefox and just send out the lone % sign? Examples are easy to find using Google's code search for a term like "url" and a pattern like rfind('#') or lastIndexOf('#'); that gives for example the com.google.thingbrowser.api.UrlUtilities package with its splitUrlAndFragment method that appears to do just that (quite possibly in that particular case it does not matter, but there are many other hits). There are also specifications that rely on "#" being prohibited in the fragment identifier, e.g. XML Schema uses strings like "##other" in places where resource identifiers are expected. It is unfortunate that XML Schema uses ##other in places where resource identifiers are expected, but XML Schema and HTML are two different contexts, so maybe it doesn't matter so much. Oh, interesting. I think Larry and I were assuming that there was some uniform behavior at least for major browsers that we could document (instead of HTML5). If there's such variation, my first proposal would be to go with the most conservative variant (single percents are simply illegal -> don't send request,...). Overall, I'm more and more wondering how we as editors, or a potential IETF IRI WG, would deal with the kind of variability between browsers that Erik is bringing up here. MSIE, Firefox, Chrome and Opera leave it as % while Safari escapes it as %25. The browsers are also a bit more consistent when there is a single percent in the host part. My proposal is to document the differences (between the major browsers). I can produce the differences for a number of test cases. The hope is that the browsers will try to align. In some cases, it may be a good idea to discuss how to align. In particular, we are not only concerned about interoperability -- we are also concerned about security. Where the browsers do not align, the documented differences serve as warnings to producers (to avoid those areas). The specs might give recommendations, and also good reasons for those recommendations. In particular, it would be nice to have good security considerations. Erik |

In a general note, whenever I have something that has %HH in it, I have a preprocessing step like: escapeInvalidHH : function (s) { return s.replace(/%(?![0-9A-F]{2})/gi, function () { return "%25"; }); } , which takes each % not followed by 2 hexdigits and replaces it with %25 so that the % is, in essence, treated literally. I do this so that if a strict %HH decoder (that doesn't just treat an invalid %HH literally) is used later on one of the parts of the string, that decoder will be happy and won't throw for example. I do that because I believe that in "%ty%", for example, the generator of that string meant "%25ty%25" and could not have meant anything else. So, imo, fwiw, there's only one way to handle that. Now, for browsers specifically, I think it's intended that they should leave the invalid %HH alone and not convert the % to %25 unless the browser actually needs to decode part of the url with a strict decoder. In other words, if the browser is not consuming the url, it should just pass it along (expanding and resolving etc. aside) as-is. Safari doing what it does makes sense as it's just doing some normalizing. However, I think other browsers not converting to %25 is intentional as kind of a "you only mess with it when and if you consume it" rule. But, that's just guessing. Personally, I like Safari's %->%25 way, with the only problem being that it screws up testing of urls in the browser when you want to load a URL as-is to see how other things (like some server or client) handles it. -- Michael |

When there's no proxy, only the path and query part are sent, so I'm not sure we can consider that an URI producer. I think it's historical. '[' and '[' were originally not allowed at all. The reason for this is that they are in positions that ISO 646 allows national and other variants to change. But I don't think the ISO 646 argument is relevant anymore. Later, they were introduced to express IPv6 addresses only.
